docs: draw the focus ring as bounda.dev does, 2px of the accent - #218

Starlight sets no focus ring of its own, so the docs showed the browser's default. DESIGN.md now fixes the ring at 2px of `--accent`, 3px off the edge; this is that ring on Starlight, with the brand's fill colour in both modes (the darker ochre Starlight's accent carries in Bone is the one for text). docs/src/styles/bounda.cssgains a:focus-visiblerule: a 2px ring of the brand, 3px off the edge, in both modes. A--bounda-accentvariable carries the fill ochre (#d9a04aon Basalt,#b07114on Bone), since Starlight's own accent is the text ochre, darker in Bone.Why
Starlight sets no focus ring, so the docs showed the browser's default while bounda.dev draws 2px of ochre. DESIGN.md now fixes the ring as a rule (bounda-dev/bounda-website#19); this makes the docs follow it.
Controls that sit in a box (tabs, the mobile table of contents) keep Starlight's inside offset, so the ring stays within them. Checked on the built docs with the keyboard: the search button on Basalt, a sidebar link on Bone.
