Adds a standalone bl project create --name [--desc ] [--readme <file.md>] [-j] command.
Tested by installing dependencies locally (npm install) and running the command directly with node bl.js project create [...] against the live brainlife.io API, confirming the created project appears correctly via bl project query --id
