Summary

Prepare the next Neo macOS arm64 test build with the capability gate and original Default-profile behavior from #2918 and #2919.

Dispatch the existing release-browserclaw.yml from the merged main commit with platforms=macos, macos_arch=arm64, and publication=draft-only, matching the previous test build. That mode defers component promotion and disables macOS notifications.

• Before: bump_version.py --mode none reports 0.51.1.3.
• After: it reports 0.51.1.4; only resources/BROWSEROS_VERSION changes, and git diff --check passes.
• Source includes merged feat(claw): gate native profile features on the BrowserOS version #2918 and feat(claw): use the original Default profile when a task has no target #2919. Workflow selection and private-draft controls were inspected at the pinned base.
• Exact-head CI will be checked before merge. The browser build is pending; this PR does not claim a built artifact.
