Description
As a maintainer of the VRT open-source repository, I want PR checks to work without requiring a Jira ticket in the title, so that external contributors can open and merge PRs without needing access to our internal Jira workflow.
Context
The VRT is an open, public repository that accepts PRs from outside the organization. Requiring Jira tickets on PR titles blocks or frustrates external contributors who do not have Jira access or use our internal ticket format.
