feat(mobile): native phone shell instead of a scaled desktop #329

Summary

Phone users currently get a scaled desktop workspace. Targets are too small, typing is hostile, and the org chart plus conversation are not designed for a thumb.

This issue covers the first mobile surface: a native web shell for phone user agents. The desktop app remains where hiring, org edits, and turns actually run.

User outcome

On a phone, open RoleWeave and immediately see the organization, send a command, or jump back to the idea of the full desktop. Do not pinch-zoom a desktop to inspect a role.

Acceptance criteria

  • iPhone, Android, and ASteamApp user agents receive a mobile shell (data-surface="mobile").
  • Desktop browsers can still open the existing desktop workbench.
  • /?surface=mobile and /?surface=desktop force the surface when both exist.
  • Organization tab lists the example workspace roles (name, reporting line, budget, skill excerpt) without leaking host filesystem paths.
  • Bottom navigation has at most four entries; touch targets are at least 44px; safe-area insets are respected.
  • Turns still run on an already-open desktop host. The phone does not run employees itself.
  • Existing health probes stay unchanged.

Non-goals

  • Hiring, rewriting the org tree, or editing budgets on the phone.
  • Exposing the control-plane bind address or boot token.
  • Rebuilding the Electron four-zone desktop layout in this issue.
