[Repository Transition]: KnowYourCustomerAgeVerification, Tenure and NumberRecycling #339

Sandbox → Incubating

Problem description

While reviewing the API descriptions for the M4 meta-release (Sync26) (Marketing issues KnowYourCustomerAgeVerification#70, Tenure#112 and NumberRecycling#132), we noticed that these three repositories are still marked as Sandbox, although they appear to meet the criteria for Incubating:

• All three belong to the Know Your Customer Sub Project and have published Initial API versions in the Fall25 meta-release.
• All three are implemented by several operators in the GSMA Open Gateway supply map, and some deployments are already certified.
• All three have at least three maintainers from three different companies, and branch protection is active.

The CAMARA website also shows "API Repository Status: Sandbox" for the three of them.

Questions for the codeowners and maintainers

1. Do you agree that we request the transition of these three repositories from Sandbox to Incubating?
2. kyc-age-verification targets 1.0.0 (Stable) in Sync26 (Release Review #69). Governance describes Incubating as the stage that can release Initial and Stable API versions. Do you think the transition should be in place before that release? kyc-tenure and number-recycling stay in 0.x.

If you agree, please confirm with a comment. The maintainers can then proceed, and we ask the API Backlog WG for the pre-check and the TSC for the decision.

  • NumberRecycling: v0.2.0 (r2.2). 5 operators in 5 markets (versions 0.1.0, 0.1.1 and 0.2.0); 2 certified deployments.
