Disabled v0 validation callers in favor of CAMARA Validation (v1-rc) #109

Problem description

The CAMARA Validation workflow (.github/workflows/camara-validation.yml, pinned to camaraproject/tooling@v1-rc) is active and covers validation for this repository. The two v0-era caller workflows are redundant:

• .github/workflows/pr_validation_caller.yml — pinned to camaraproject/tooling@v0; disabled manually via the Actions API.
• .github/workflows/spectral-oas-caller.yml — pinned to camaraproject/tooling@v0; disabled manually via the Actions API. Dispatch-only; Spectral linting is now covered by v1-rc.

Both workflow files are retained so they can be re-enabled as a fallback if needed.

Expected action

Once CAMARA Validation reaches v1 GA (or earlier if confidence is sufficient), remove both .github/workflows/pr_validation_caller.yml and .github/workflows/spectral-oas-caller.yml via a dedicated cleanup PR.
