What

Update release-plan.yaml to declare the Sync26 M4 public release:

  • target_release_tag: r2.1 → r2.2
  • target_release_type: pre-release-rc → public-release
  • target_api_status: rc → public (subscription-status 0.2.0)

Why

The r2.1 RC (0.2.0-rc.1) was published on 2026-09-28 and has been stable since.
We intend to complete the Sync26 M4 conversion for this repository before the
M4 release date (31 Oct 2026), as part of the meta-release public release wave.

This also addresses the Marketing API description review request in #44:
the API description wiki page will be confirmed against the M4 (Sync26 public)
release review content.

Notes

  • No API definition changes are included in this PR (metadata-only, per the
    mixed-PR rule).
  • Dependencies remain Commonalities r4.3 / ICM r4.2 (unchanged, already met by
    the r2.1 RC content on main).

…0.2.0 public)

Progress the r2.1 RC (0.2.0-rc.1, published 2026-09-28) to the Sync26 M4
public release:
- target_release_tag: r2.1 -> r2.2
- target_release_type: pre-release-rc -> public-release
- target_api_status: rc -> public
