What type of PR is this?

  • enhancement/feature

What this PR does / why we need it:

Release automation now creates every label it applies when the label is missing. Template repositories don't copy labels, so a new API repository had none of common-sync, automated and post-release; labelling a sync PR failed and the failure was ignored.

  • One table in release_automation/scripts/labels.py (name, color, description) for release-issue, the five release-state:* labels, common-sync, automated and post-release. IssueSyncManager.ensure_labels_exist(), sync_pr.py and common_sync.py use it.
  • Existing labels are never modified. Each label is looked up by name (get_label → missing → create_label); the label list endpoint pages at 30 and some repositories carry more than 100 labels.
  • A failed label creation or --add-label is now a ::warning:: instead of a plain log line. The PR is still created.

Which issue(s) this PR fixes:

Part of #476

Special notes for reviewers:

Targets release-automation-refactor. On the canary path only the Release Issue labels are touched, with the same names, colors and descriptions as before.
