Deletes the retired v0 linting files:
pr_validation.yml,spectral-oas.yml, the twolinting/workflowscallers,linting/config/.gherkin-lintrcandlinting/docs/Reusable Workflows.md. References in the README,tooling-ci.yml,tooling_lib/ci_plan.pyand the rule metadata integrity test are removed with them. Section 8 oftechnical-architecture.mdnow describes release-plan changes under CAMARA Validation (rule P-033). Thev0tag keeps the history.Which issue(s) this PR fixes:
