chore: Use workflows of https://github.com/cap-java/.github

• Use the resuable workflows of https://github.com/cap-java/.github
• Update cds services version to 4.9.0.
• Override spring boot and bouncy castle version due to findings by BlackDuck -> black duck passes now, see https://github.com/lisajulia/cds-feature-console/pull/1

After this PR is merged:

• Create project for cds-feature-console at http://sap.blackducksoftware.com/: Currently there is no project for cds-feature-console at http://sap.blackducksoftware.com/; for this reason I have set the scan mode to RAPID everywehre in commit 0247ca7910f01a3507a1fdf65a0367e4350385a8. Scan mode FULL requires a project on http://sap.blackducksoftware.com/, so after one has been created, you can revert commit 0247ca7910f01a3507a1fdf65a0367e4350385a8.
