task: Remove the Legacy tab — migrate still-relevant L1 content to Learn/Operate, delete the rest

What needs to be done?

legacy/ holds 60 files at bdf40b37; 59 are in nav across five groups — Overview (3), Transition From L1 to L2 (5), Protocol (36), Nodes (1), Validator (14). Decided: the Legacy tab goes away and is not archived. The little that is still genuinely useful moves to where it belongs; the rest is deleted with redirects.

Classify each of the 60 files as one of:

• (a) still true on L2 → move now into the Home/protocol tree (becomes Learn in story: Learn tab — move home/* (plus kept L1 content) to learn/* #2258) or into infra-partners/ (becomes Operate in story: Operate tab — move infra-partners/* to operate/* and fold Specs in as a Specification section #2260)
• (b) historical, worth a paragraph → fold into home/history.mdx or a short "the L1 era" page (what happened before the L2 migration, the old L1 node)
• (c) delete

Expected keepers (from the #2209 Appendix A file map at a14395f8926eb43424e0d20e6d67ab96f2c8209b; confirm or overrule)

• legacy/faq, legacy/whitepapers, legacy/l1-architecture

Default to delete: decommissioned mechanisms (granda-mento, doto, randomness), legacy/validator/* (14 files), legacy/protocol/pos/*, legacy/protocol/consensus/*, legacy/node/run-mainnet, the external-link stubs legacy/validator/{celo-website,discord}.

Two legacy/* files are already orphaned (#2253): legacy/protocol/identity/odis.mdx, legacy/protocol/pos/becoming-a-validator.mdx.

Definition of done

• Classification list posted in this issue: path → keep-to / fold-into / delete
• Keepers moved, with redirects and nav entries
• Every deleted path has a redirect (to the successor page, or to home/history)
• Legacy tab removed from docs.json
• llms.txt no longer lists any legacy/* page
• npx mintlify broken-links green

Size note

Sized L because it splits naturally into (1) the classification comment and (2) the move/delete PR. Fine to land as two PRs under this issue.

Non-goals

Renaming home/ → learn/ or infra-partners/ → operate/ (#2258, #2260). Related prior concern about removing historical content: #2050 — read it before deleting.

Classification of all 60 legacy/ files, as required by the definition of done. Verdicts: move (still true on L2, no live equivalent), fold (historical, absorbed into the new home/celo-l1 page), delete (superseded by a live page or obsolete; every deletion diffed against its live counterpart first, and missing content ported). Every path gets a redirect to the listed target. Rows marked ⚠ are judgement calls the team can veto.

The expected-keeper list in the issue description didn't fully survive contact with the live tree: most transaction/identity/stability keepers are already superseded (escrow, transaction-types, tx-comment-encryption exist near-verbatim under home/protocol/; fee abstraction and SocialConnect/Self cover the rest), while several pages the issue defaulted to delete describe mechanisms that still run on L2 (locked CELO, elections, groups, signer keys, account metadata) and moved instead.

Re #2050: nothing is lost without a trace — every deleted path redirects, and home/celo-l1 keeps the L1 story, the comparison table, and the retired-mechanism summaries.
