…[sc-19163] Mirrors chronicleprotocol/actions-workflows#42. Live canary evidence proved Kyverno 1.18.1 verifies new-format VSAs; the July count-0 was PolicyException CEL poisoning, and the legacy layout is itself unreadable next to a new-format SBOM. Keeps the cosign v3.1.3 pin.
