Brings the header-apply fix onto current main and moves debug log download into the extension options page.

Chrome and Firefox manifests register options_ui with options.html and open_in_tab. The gear next to the GitHub icon calls browser.runtime.openOptionsPage(). Settings include theme, extension log download, profile log download, and the Cloudhood version. The profile actions menu does not have a log download item.

The ported fix still serializes Declarative Net Request updates, recovers stuck disabled headers, and keeps a warning in the popup when Chrome fails to apply a rule. Clearing extension storage resets the apply cursor, and a hung Firefox badge API call no longer blocks later header updates.
