feat: add optional
decodeparam toparseQueryParamsStringparseQueryParamsStringalways runsdecodeURIComponent, so strings that are already decoded (e.g. fromURLSearchParams.get) get decoded twice:100%throwsURIError,a%41bbecomesaAb.parseQueryParamsString(str, { decode: false })skips decoding. The default is unchanged.encode/decodedefaults in the README.
