Adds project-local Vite+ to 39 starters, with these scripts:

Existing checks also run vp check. Vite/Vitest commands use vp; for example, the React starter builds with tsc -b && vp build, preserving its TypeScript check.

Updates Vite/Vitest overrides, lockfiles, and READMEs, and adds standalone install/check CI on Node 22 and 24. Formatting keeps the existing 80-column width, and npm lockfiles preserve existing dependency versions where compatible.

Validation: all 39 project-local Vite+ checks pass; all 39 npm lockfiles pass npm ci --dry-run; dependency and template lint checks pass.

Astro 5 starters use Vite+ for formatting/linting and retain Astro's Vite version. The two Remix/Vite 5 starters (remix-starter-template and to-do-list-kv-template) are excluded because they need framework upgrades.

1. [autoconfig] Use Vite+ commands for Vite+ projects workers-sdk#16588 — merge first, then publish the @cloudflare/autoconfig release containing Vite+ command detection.
2. feat(init): use Vite+ for new Worker projects cf#446 — update @cloudflare/autoconfig to that published release, then merge and publish cf.
3. [cf] Document Vite+ project defaults cloudflare-docs#34741 — land after the cf release is available, so the documented cf init defaults match the released CLI.

Independent: #1176 can land at any point. Its starters invoke Vite+ directly and do not depend on the autoconfig change or a new cf release.
