A continuation of the golang vendored package bloat reduction across observability bosh releases.
golang-1.27-linuxandgolang-1.27-windowsare the only vendored golang package used by system-metrics-releasegolang-1.27-linuxandgolang-1.27-windowsare also only used as a vendored package, not as a bosh blobThis PR removes:
Reduces final tarball size from ~215MB to ~147MB
Respective changes have been made to the CI jobs that bump the vendored golang packages to avoid an OS that has not previously been vendored in this bosh release.
