The Copilot benchmark prompt is no longer used by the repository and is removed to keep the workflow prompts current.
The solution moves from net9.0 and net10.0 to net10.0 and net11.0 and bumps the package baselines to match the new SDK. Consumers on net9.0 are no longer targeted.
Source, test and sample files are normalized to UTF-8 without BOM and file-scoped namespaces per the editorconfig rules. The bulk of the change is mechanical; a few Startup files also get small edits in the same pass.
Keeps CI, dependency updates and the editor and test environment configuration aligned with the net11 baseline.
Package release notes and NuGet readmes describe the net11 target and the 6.0.0 changes for each published package.
Refreshes the DocFX configuration, publishing images and API overview pages so the published documentation matches the current public API.
Records the major 6.0.0 release, including the dropped net9.0 target and the net11.0 addition, for consumers reading release status.
Brings the agent instructions, repository readme, contributing guide and Context7 metadata in line with the 6.0.0 baseline.
[Medium impact] The PR appears safe to merge; the previous caching issue is fixed and no new blocking issue was established. SummaryMoves libraries and tests to .NET 10 and .NET 11, drops .NET 9, and refreshes dependencies, formatting, documentation, and CI.

DocFX fingerprints generated CSS and JavaScript, so successful responses for those assets can be cached permanently. Other responses keep the no-store policy, and range requests are disabled so cached assets are always complete.
The .bot/README.md file documents the folder's policy and needs to be shared, while the rest of the .bot/ working material stays local-only.
Packages no longer target .NET 9, so the release notes for each package record this as a breaking change that consumers must account for by targeting .NET 10 or later.
The 6.0.0 entry now describes the .NET 11 addition and .NET 9 removal more accurately, and lists the build, CI, and DocFX infrastructure changes that shipped with it.
