Treasury and wallet component reference #570
Description
Write apps/web/docs/components-treasury-wallet.md for src/components/treasury/ (ProposalCard, ProposeWithdrawalModal) and src/components/wallet/ (WalletConnectButton): the components that surface on-chain state and initiate signed transactions.
Acceptance criteria:
- Each component documented with props, the data it expects, and the action it triggers
- For every action, states whether it hits the backend REST API, the contract directly via Freighter, or both, and in what order
- Documents the states a user can be in — wallet not installed, not connected, wrong network, signature rejected
- Cross-links the contracts docs for on-chain semantics
