Write apps/ai_agent/docs/operations.md: running the service in production — the ASGI/uvicorn setup, health checking, the Weaviate dependency, scaling characteristics, and cost controls on the LLM calls.

Acceptance criteria:

Documents the production start command and worker configuration
Documents /health semantics for orchestrators, including that it stays 200 when the API key is absent
Documents the Weaviate operational dependency and behaviour when it is down
Documents rate limiting and cost controls on the LLM path, or records their absence as a known operational risk
