Summary

• The airspace guard from fix: keep WebView2 from covering auto-hidden VS windows #322 hid the WebView2 whenever any auto-hidden tool window overlapped a CodeScene pane. DTE reports collapsed auto-hide windows as visible, with their flyout rectangle, so a single collapsed window could hide the webview permanently. The CodeScene tool window then rendered blank across restarts and reinstalls, since the layout lives in VS settings.
• An auto-hide window now only counts as an overlay while its IVsWindowFrame reports being on screen. If the on-screen state can't be read, the webview stays visible.
• The guard now logs a debug line naming the overlapping window when it hides the webview, and another when it shows it again.
• Follow-up to CS-11278. Customer-reported against 0.9.0, and present since 0.8.3.

Test plan

• make iter passes; Code Health for the guard stays at 10
• Repro: CodeScene docked on the right, another tool window auto-hidden on the right edge, flyout opened then collapsed. Before: the pane stays blank. After: the pane comes back once the flyout collapses
• CS-11278 still fixed: CodeScene as a document tab, open an auto-hide flyout, and the flyout is not covered
