hooks/useDebounce: add flush and cancel methods for imperative control #672
Description
Context
hooks/useDebounce provides a simple debounced value, but cannot be immediately flushed on form submission.
Why it matters
Submitting a form while a debounced validation is pending can submit stale state.
Suggested approach
Return [debouncedValue, { flush, cancel }] from useDebounce hook.
