chore: remove noble-hashes package (superseded by @decryption/hashes)

Summary

Deletes packages/noble-hashes (@constructive-io/noble-hashes). The maintained fork now lives in constructive-io/decryption as @decryption/hashes — same @noble/hashes fork, same file layout, so consumers only change the import path (@constructive-io/noble-hashes/sha2 → @decryption/hashes/sha2).

The last consumer, packages/upload-client in constructive-io/constructive, was migrated in constructive-io/constructive#1579 (merged). Nothing inside this repo referenced the package.

Follow-up (needs npm publish rights on the scope): npm deprecate "@constructive-io/noble-hashes@*" "Replaced by @decryption/hashes".
