Changes

Extends the docs-only check in the build workflow: pull requests that only change files which feed neither the images nor the bats tests now skip bats, build and the docker jobs depending on it. Pushes and the merge queue still run everything, and lint and vitest always run.

Besides docs, the skip now covers:

  • the dev container (.devcontainer/, devcontainer.yml), which has its own workflow
  • the Renovate config and issue templates
  • editor and repo settings (.vscode/, .editorconfig, .husky/, .lintstagedrc.json, .gitignore, LICENSE)
  • lint configs (.oxlintrc.json, prettier, markdownlint, zizmor, tools/lint-*.ts), still checked by lint
  • vitest configs (vitest.config.ts, __mocks__/, codecov.yml), still checked by vitest

The docs-only output is renamed to skip-build to match.
