Release v1.5.1: fix OwnTracks ingestion timeout

Summary

• return successful OwnTracks HTTP responses immediately after the validated payload commits
• leave trip generation, odometer work, backfills, retention, and the processing lock to the background processor
• preserve encrypted payload validation, authentication, retryable database failures, waypoint synchronization, and duplicate retry idempotency
• add encrypted location, waypoint, duplicate, 50-message sequential backlog, and deferred background trip regression coverage
• update application/deployment versions and documentation for 1.5.1

Schedule historical processing after waypoint sync

When a historical transition backlog is processed before its matching waypoint definition arrives, this branch commits the new Site and returns without creating a checkpointed raw row or otherwise notifying the background processor of the waypoint's payload date. Because later processor passes only revisit dates represented by new location rows plus today/yesterday, those older transitions are never reconsidered against the newly synchronized site, permanently omitting their trips. Persist a processable waypoint signal or schedule its affected historical date for background processing without waiting in the HTTP request.
