Release Compass 0.4.2

This release includes the changes merged since 0.4.1:

• Adds source-scoped architecture and community views, compact hotspot rankings, and labelled inferred/document connection layers.
• Makes native query answers compact and source-located, enforces exact output budgets, and adds bounded cached response paging.
• Fixes verified graph identity and clustering edge cases while preserving historical artifact compatibility.
• Adds graph freshness warnings and recovery commands for missing graph/Program artifacts.

Updates the Rust workspace, VS Code extension, fuzz dependency metadata, lockfiles, qualification producer version, and changelog to 0.4.2.
