Rewrite the fork roadmap for the TypeScript-only fork - #15

The roadmap described upstream v1.0 with 29 languages. It now records what PRs #1-#14 did, the remaining work in priority order (AST fixers to remove the --unsafe gate first), the findings the TS-only decision made obsolete, and the status of every original review finding. dev/FORK_ROADMAP.mdstill described upstream v1.0 with 29 languages.
