What this fixes

Fixes #137.

• index.md: the home-page PuTTY link pointed at learners/setup.md, which The Carpentries Workbench renders as the home page's own #setup section, so the link sent learners back to the same page instead of the Windows installation instructions. The PuTTY install steps are in learners/LaunchingInstances.md ("Instructions for PC"), so the link now points there.
• learners/setup.md: replaced the retired https://www.datacarpentry.org/genomics-workshop/setup.html URL (404) with the AWS option on the current workshop page.

Verification

• Old workshop setup URL -> 404; new URL https://datacarpentry.github.io/genomics-workshop/#option-a-recommended-using-the-lessons-with-amazon-web-services-aws -> 200, and the id="option-a-recommended-using-the-lessons-with-amazon-web-services-aws" anchor is present in the rendered page.
• learners/LaunchingInstances.md exists; its rendered page https://datacarpentry.github.io/cloud-genomics/LaunchingInstances.html -> 200 and contains the PuTTY instructions. The Workbench rewrites the same ../learners/LaunchingInstances.md link to LaunchingInstances.html (confirmed on the live 02-logging-onto-cloud.html page).
• All links in the two changed files re-checked after the edit (absolute links -> 200, relative link -> target exists).
• Site build not run locally: The Carpentries Workbench R toolchain is not available in this environment; CI Build and Deploy Site (.github/workflows/sandpaper-main.yaml) renders the lesson on push.

Risk / rollback

Two one-line lesson-content link changes; reverting restores the previous links.
