Updates CI and release actions to current Node 24-compatible versions, including checkout, setup-node, cache, pnpm setup, GitHub Script, and GitHub Release.\n\nReplaces the deprecated changelog action with a repository-owned Node script that updates the Unreleased section and exports release notes through GITHUB_OUTPUT.\n\nTests:\n- pnpm lint\n- pnpm test\n- exercised release-changelog.mjs read/release operations against a temporary changelog copy
