Adds the clean final E2E ratchets: reliable Rust compilation and formatter toolchain selection, async matrix preparation, and pending-aware Ruby attach coverage. Verification: lint, source and test typecheck ratchets, clean build, targeted suites, full unit and integration suites, and the complete E2E matrix passed locally.
