What does this PR do?

Hardens the durable session, provider-turn, activity, learning, and structured-output authorities. It also closes V2 filesystem and subagent permission failures found by the DeepSeek control-plane gate.

Release metadata is aligned to Desktop 1.4.6 and DeepAgent Core 4.0.7-r2.

How did you verify your code works?

• Repository pre-push typecheck: 15/15 packages
• Core migration registry check: no schema drift
• Focused Core, DeepAgentCode, App, provider-receipt, filesystem, and subagent control-plane tests
• DeepSeek live subagent control-plane: dirty read-only and durable event routes passed
• Database migration testing used an isolated copy; the installed application database was not modified
• Packaged binary validation is delegated to GitHub Actions
