Add cloudflare.com-warp-cli devcontainer feature

Adds a new devcontainer feature that installs the Cloudflare WARP CLI (warp-cli) via the official Cloudflare apt repository.

Changes

• src/cloudflare.com-warp-cli/devcontainer-feature.json — Feature metadata
• src/cloudflare.com-warp-cli/install.sh — Adds Cloudflare's GPG key and apt repo, then installs cloudflare-warp
• test/cloudflare.com-warp-cli/test.sh — Verifies warp-cli --version succeeds
• .github/workflows/test.yaml — Adds feature to both test-autogenerated and test-scenarios matrices
