Add helix-editor.com devcontainer feature

Adds a new devcontainer feature that installs the Helix editor (hx binary) from GitHub releases.

Key implementation notes

• Non-standard versioning: Helix uses YY.MM / YY.MM.patch tags (e.g. 25.07, 25.07.1) — version validation regex and release-listing grep are adjusted accordingly (no v prefix, 2- or 3-part numeric format)
• .tar.xz format: Ensures xz-utils is present; uses tar -xJ instead of tar -xz
• Runtime directory: The archive contains both the hx binary and a runtime/ directory required by Helix. The full archive is extracted to /usr/local/lib/helix/ (--strip-components=1), placing the runtime at /usr/local/lib/helix/runtime/ — the path Helix resolves automatically relative to its binary via current_exe()
• Binary symlink: /usr/local/bin/hx → /usr/local/lib/helix/hx

The failure was caused by a second GitHub API call in github_get_tag_for_version hitting rate limits in the CI environment. Since Helix release tags have no v prefix (the tag IS the version number, e.g. 25.07.1), I removed the redundant lookup and now set releaseTag = version directly — dropping from 2 API calls to 1. Fixed in 8c00303.
