build: drop Python 3.11 support - #14

diffpy.srfit 3.4.0 requires Python >=3.12, so the 3.11 CI jobs cannot resolve it, and main CI is red on 3.11. Update requires-python, the classifiers and cookiecutter.json. Python 3.14 waits on a diffpy.srreal build for it. Part of diffpy#9. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
