we normally comment out the matrix on merge to main as it was burning too many build minutes (we were running out of free minutes after a few days and had to wait a month for them to reset). However, I am inclined to leave it here for libdiffpy because it is a bit of a tricky build and so testing on all platforms is more than usual important.

This PR unifies the environment init workflows, removes redundant python version tests and trigger matrix upon merge into main and releases.
