What type of PR is this? (check all applicable)

  • Refactor
  • Feature
  • Bug Fix
  • Optimization
  • Documentation Update

What

Adds a check_overdue_plan_events dataset expectation and registers it in DatasetCheckpoint.

A plan-timetable row fails when all of these are true:

  • its plan-event is in the configured list
  • actual-date is blank
  • event-date is on or after earliest_event_date
  • event-date is more than grace_days old
  • it has no end-date

Why

LPAs should add an actual-date once an event has happened, but nothing currently flags when they haven't. As an expectation, this runs against the assembled dataset, so a row can become overdue without its resource changing.

Decisions

  • Joint plans: each organisation's row is checked separately, even if another organisation has already updated its copy.
  • Failures: each one includes organisation_entity, and details set field to actual-date, so pyspark-jobs can create one task per organisation.

Testing

  • All 133 expectation tests pass, including new ones for the grace period boundary, end-dated rows and joint plans.
  • Ran the real expect.csv row against the published plan-timetable database on 6 Nov 2026: 127 rows flagged across 53 plans and 57 organisations.
  • Not run: the wider test suite or a full pipeline build.

Merge order

Merge and deploy this before the config PR. Without this code, loading the rule raises KeyError: 'check_overdue_plan_events', which I confirmed against an older version of digital_land.

Summary by CodeRabbit

  • New Features
    • Added a check that flags active plan events without an actual date when their event date is more than seven days overdue.
    • The check supports a configurable grace period and earliest event date, and can assess one or more selected event types.
    • Completed events, future-dated events and ended records are excluded. Joint-plan events are assessed separately for each organisation.
    • The check passes when no overdue events are found and requires at least one event type to be selected.

Walkthrough

Adds check_overdue_plan_events to the dataset operations and registers it with DatasetCheckpoint. The operation reports active plan-event rows that meet the selected event, date, and grace-period criteria and have no actual date.

Changes

Overdue plan event check

Layer / File(s) Summary
Implement, register, and test the overdue check
digital_land/expectations/operations/dataset.py, digital_land/expectations/checkpoints/dataset.py, tests/integration/expectations/operations/test_dataset.py
Adds and registers check_overdue_plan_events. It reports active rows with a blank actual-date when the selected event date is on or after earliest_event_date and earlier than the grace-period cutoff. Integration tests cover filtering, date boundaries, joint plans, passing results, and input validation.

Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.

Validate today and grace_days before the date calculation.

A today value that does not match YYYY-MM-DD raises a bare ValueError from strptime. A non-integer grace_days raises TypeError from timedelta. The rule parameters come from JSON in config, so a typo is possible. The error then has no reference to the rule parameter that caused it.

Wrap the parse in a check that names the parameter. Alternatively, accept the current behaviour if a hard failure is the intended outcome.

Non-blocking suggestion: if plan_events is ever set to a single string in expect.csv rather than a list, the placeholders iterate its characters and the check silently matches nothing (passes with 0 failures). name_is_a_placeholder_check has a guard for this which looks like:

Suggested change
if not plan_events:
raise ValueError("At least one plan event must be provided to check")
# a single string in config would otherwise iterate as characters and match
# nothing, so treat it as one plan event
if isinstance(plan_events, str):
plan_events = [plan_events]
if not plan_events:
raise ValueError("At least one plan event must be provided to check")

Thanks, good catch! I reproduced it and have added the guard, along with a test. I put the empty check first, because otherwise "" becomes [""], gets past the ValueError and silently passes 😄
