Context: We're removing Smartlook from the main platform Planning.Data.gov.uk. Supporting documentation is being removed since it's no longer required. Note: There is reference to the Check and Provide service in this documentation, but there is no evidence of Smartlook being used in that app. Changes: - Remove smartlook docs

Reference to the Submit app here. The page no longer exists and there's no evidence of Smartlook running on the Submit app currently.
