2.2.1 Portable config.location Not Working

Describe the bug
Settings documentation indicates that by placing a config.location file containing .\settings in the same directory as the .exe that when running MaxTo in portable mode it will first look in %AppData%\MaxTo and if it does not find config.location there it will then look for it in the same directory as the .exe, and should subsequently store the config data in the settings subdirectory.

However, this does not appear to be the case, as MaxTo repeatedly stores the config in %AppData%\MaxTo (even to the point of creating a new directory and fresh config) -- MaxTo never looks for the config.location file located next to the .exe.

System information:

• Windows version: 24H2 (OS Build 26100.6899) Windows 11 Pro x64
• MaxTo version: 2.2.1.772 (Zip file downloaded from Releases)

I did some additional experiments with putting config.location in %AppData%\MaxTo or in %LocalAppData%\MaxTo (both of which are somewhat inconvenient, to have to create either directory manually when in portable mode), but neither worked. It seems that config.location is not read/respected in any location currently. So this seems to be an inadvertent regression from prior versions of MaxTo. I realize, @vegardlarsen, that you're not actively developing MaxTo anymore, but it would awesome if you could fix this bug at some point so that I could use MaxTo in portable mode. I would be extremely grateful! 😊

Or perhaps consider publishing the code to GitHub so that others could potentially fork it?
