Align Rust compilation caching with pinned kache 0.28.1 and immutable official-action inputs where applicable. Remove remaining active OpenWiki configuration/documentation references without rewriting historical records.
Existing Cargo caches, toolchains, commands, artifact gates and unrelated work are preserved. These edits were prepared from current remote main in an isolated checkout.
Validation: scoped YAML parsing, Actionlint with Shellcheck where applicable, and git diff --check pass. Native launcher checks are limited on this macOS ARM host for Linux/Windows-only distributions; required GitHub checks remain authoritative. Current npm release receipts are tracked separately; no duplicate package version is published by this PR.
