Overview
Release bookkeeping only: bumps VERSION to 1.3.182 and publishes the 1.3.182 — 2026-10-17 changelog section (no application code in this diff).

The new section documents the tagged release: optional IPv6 geo lookup via KIN_PROXY_GEO_V6_LOOKUP_MODE=control-plane, baked remote Claude kernel entry (REMOTE_KERNEL_ENTRY), Codex quota/usage-cache fixes, fetch-cloud.py path hardening, usage-probe reset delay/jitter, kernel watchdog Docker host observation before revive/recreate, optional machine.docker_cpus on Docker slot create, and notification monitor last_error only cleared on successful dispatch. Three items that had been listed under 1.3.181 are moved into 1.3.182 so the version sections match the tag.

Adds 1.3.182 upgrade notes (Node control plane; proxy geo / usage-probe config; rebuild containers for baked kernel entry; no new deps or wrap-cli/sync).
