docs(changelog): the window package size against 0.4.0 - #144
The [Unreleased] entry about the window package size now gives the numbers a reader of the release notes sees against the previous release:
21 MB smaller than in 0.4.0 (was "23 MB smaller")
168 MB to 147 MB unpacked (was "170 MB to 147 MB")
about 5 MB less to download (was "about 6 MB")
23 MB stays, now named as the size of the projection itself
Why
The old numbers compared the package on the branch before and after the Windows Runtime projection left it. That base already carried the ahead-of-time compiled window (about 1 MB more, named in the entry above) and was not the package anyone downloaded. Release notes compare releases.
How it was measured
The published 0.4.0 window package against a package built from main (0dd6198):
0.4.0
main
difference
unpacked
168.00 MiB
146.73 MiB
21.27 MiB
zip
70.10 MiB
64.87 MiB
5.23 MiB
Microsoft.Windows.SDK.NET.dll + WinRT.Runtime.dll
23.05 MiB
absent
The entry keeps the wording "It no longer carries the Windows Runtime projection" and "the third-party notices", which the release suite quotes when it compares this release with 0.4.0.
The entry compared the package before and after the projection left it on the
branch, 170 MB to 147 MB. A reader compares releases. Measured on the published
0.4.0 window package and a package built from main: 168 MB to 147 MB unpacked,
the zip about 5 MB smaller. 23 MB stays as the size of the projection itself.

Full details: Title check
Explanation
The title uses the docs(changelog) prefix and names the changed artifact (window package size) and the comparison baseline (0.4.0). It is specific and matches the CHANGELOG.md-only change, which updates the Unreleased entry's size figures. However, it omits the change direction (corrected/updated from X to Y) and the word 'Windows', and reads a little awkwardly ('the window package' should be 'the Windows package'). The title requirements call for plain language that is understandable in release notes years later, so the wording is only partially clear.

Explanation
The pull request changes only CHANGELOG.md. The diff updates release-note wording and package-size figures. It does not change runtime behavior, tests, CI, configuration, or assets. No tests were deleted, skipped, or weakened.

Review round on #144. "It leaves the SBOM and the third-party notices with it"
read both ways: the projection leaving them, or taking them along. The SBOM and
the third-party notices no longer list the projection, and the sentence now
says that.
