What this adds

inline, inline_format and inline_size for html: real pictures of any picture format written into the page as data: URLs, one to a line above the blocks, so opening the page fetches nothing.

Same keys, same meaning as eml. One declaration in a new package, internal/format/picture, that both formats use. eml moves onto it with no change to its bytes or sentences.
Each picture is a real file. It is the very file its format writes on its own with the seed of its place (RC4), streamed through base64 and checked against its plan as it is written.
One line of base64. The Nu HTML Checker calls a line break inside src an error.
Refusals. A format that is not a picture is refused, also with inline=0. Pictures adding up past 2^60 B are refused rather than miscounted. The minimum refusal names the base64.
Manifest. inline, inline_format, inline_size, inline_bytes, inline_encoded_bytes, as eml records them.

What the readers do (measured on pages from the program)

The setting details say the parts a tester needs: tiff in Chromium, and the lxml limit.

New guards in htmlpictures_test.go:
- each picture is the file its format writes alone, for every picture format in the registry
- non-pictures are refused
- the 2^60 B ceiling holds
- every format declares the picture settings alike
Extended guards in htmlsettings_test.go: minimum, manifest, oracle canaries and default bytes, all with pictures.
Two new golden cases. The existing golden hashes, eml with pictures included, are unchanged.

Files made without pictures keep their bytes.
