Moves @biomejs/biome from 2.5.14 to 2.6.3, exact pin as before.

bunx biome migrate --write changed only the $schema URL. It also rewrote the whole of biome.json with tabs and single-line arrays. That is whitespace only (the parsed JSON matches main apart from $schema), so I kept the old layout and changed the schema line alone. A second biome migrate reports "no migration needed".

On 2.6.3, bun run lint (biome ci and Knip) passes on 112 files with no new diagnostics. bun run typecheck is clean, and bun test gives 730 pass, 0 fail.

No CHANGELOG bullet: this is a dev dependency, and the 2.2.4 → 2.5.14 bump (6e517bc) had none either.

Independent of #183. Whichever lands second needs a trivial rebase on biome.json.
