PAP can carry transitional rules from DAF, and as the platform matures DAF's functions distribute and dissolve into the projects and applications of the PAP itself instead of remaining in a separate federation.

Presents PAP as the environment where intentions gain form and become durable projects or applications. Connects PAP to DFM, Dk, Dknowledge and UID while keeping membership and resource allocation constitutional rather than platform-sovereign.
