Ok, made some changes to how tests run. This still runs all tests for all frameworks on any changes, like before, but we now get:

• More of the stuff moved into Code, out of the GitHub action
• Dropped validation check in PR that takes an hour to run
• PR now run measure action but just don't do save on the end so schema is still created and validated
• Clean up a few other things.

This also unlocks an easy way to run tests locally but that can be another PR. We do need to add tests to the Docs now as well ensure the right data is being show but this can wait till we have swapped out charts
