Remove staging input from sbom upload workflow as we do not have the permission to upload out sboms there

This PR adds a workflow for uploading SBOMs to EF Dependency Track SBOM registry.
The workflow uses
cyclonedx-gomodto create the SBOM as documented in Tooling Ecosystem for CycloneDX.The following workflows triggers are currently implemented:
workflow_dispatchwith inputsversion: The version used for the upload. If not set, the Git commit sha is used.upload: Whether to do the upload or generate the SBOM only. Defaults totrue.The following triggers are currently not implemented, but might be also considered:
pushonmainbranchrelease: When a release is published. The release version must be used for the upload then.
