feat(ws_bridge): add pushed camera video - #330

- reject video_max_bandwidth 0 (divide by zero) in schema, setter and send path - order stop/start with a stop epoch so a new session is never torn down - make repeated start_stream idempotent; reset open backoff on a fresh start - skip stale START after a later stop; skip capture while upload is throttled - do not declare failed snapshots; reject video-only options without video: true - document video-mode behavior; add schema test and CI workflow Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>
