3.1.0 adds support for Elm 0.19.2.

For my own benefit for future updates, I used the following powershell command to grab the information:

gh api repos/mpizenberg/elm-test-rs/releases | ConvertFrom-Json | ? { $_.tag_name -eq 'v3.1.0' } | select -ExpandProperty assets | select name,digest,size,browser_download_url

Thanks. I was planning on waiting for mpizenberg/elm-test-rs#146 to be merged and released first (and maybe skip 3.1.0).

What does that mean in practise, as I do not seem to be able to run my tests now as I can't install 3.1.0.

Your elm.json says this application needs a different version of Elm.

It requires 0.19.1, but you are using 0.19.2 right now.

It sounded like 3.1.0 works with 0.19.2 but had a bug that would be fixed by now, so I waited. But I can cut a release now.
