Feat(API): add public v1 capabilities endpoint

Summary

• Add a read-only GET /api/v1/capabilities endpoint describing supported transports, integration surfaces, capability flags, and security posture.
• Preserve the existing /api/cli contract for the iSearch CLI integration.
• Document the public API's current scope and limitations.
• Add an HTTP-level regression test and include it in npm test.

Scope and safety

This is capability discovery, not a REST API for initiating transfers. It does not expose pairing secrets or file contents and does not add file storage or a new backend.

Validation

• Added test/api-capabilities.test.js.
• Not executed in this environment; CI should run the test suite before merge.
• The existing CLI endpoint remains unchanged for compatibility.
