make sandboxes with `sandbox_create`, not `isb create`.

## isbx: one command, or a CLI you keep

`isbx CMD …` (the `isb` binary under that name; `isb x run`) runs a command
in the project's kept sandbox: the repository you are in mounted at its own
path, `.git` read-only, uid 1000, display variables only (`-e KEY` passes
one). The network is an egress list that starts closed and grows: a package
manager adds its registry (`@npm`, `@pypi`, `@crates`, `@go`) plus
`@github` once; `--egress HOST` adds a host; `--net none` and `--net public`
are sandboxes of their own; `--vm` gives it its own kernel. A failed command
names the hosts it was refused.

```sh
isbx npm ci
isbx --egress api.example.com ./scripts/fetch.sh
isb x install ruff --from pypi:ruff # ruff on the host, in its own sandbox
isb x install sume --from 'sh:curl -fsSL https://sume.com/install.sh | bash' \
--egress '*.sume.com' --secret SUME_API_KEY@api.sume.com --mount ~/sume
isb x ls; isb x doctor; isb x rm sume
```

Shims live in `~/.local/share/isb/x/bin`, which must come first on PATH.
Details: [docs/guides/isbx.md](docs/guides/isbx.md).
